    I found this exact quote in the collection I have of John Gill: We believe that the work of regeneration, conversion, sanctification, and faith, is not an act of man’s free will and power, but of the mighty, efficacious, and irresistible grace of God.

    Gill, J. (1810). An Exposition of the Old Testament (Vol. 1, p. xxxv). London: Mathews and Leigh.

    Now John Gill lived (1697-1771) and C H Spurgeon lived (1834-1892)

    So I am no expert on this but I believe that John Gill may have wrote this first.

      I’m not sure. My reference says Spurgeon, but as we know – “There is nothing new under the sun.” I will do a little more digging and check on John Gill. Thank you!
